Statements of qualifications and proposals are being requested from engineering firms with a strong record in successfully assisting local governments with the preliminary report, final design, and construction administration of federally assisted projects. Responding firms should be qualified to provide a Preliminary Engineering Report (PER), design, and construction administration services for projects utilizing federal funds. The contract will address community and economic development projects and may include Appalachian Regional Commission (ARC) Projects, Community Development Block Grants (CDBG), Employment Incentive Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA) Projects, Economic Development Administration (EDA) Projects, and other federally funded projects in compliance with 24 CFR 570.489(g). Immediate plans include services for a project involving sanitary sewer rehabilitation and/or replacement for an ARC funding application. Submitting firms will be reconsidered for future federally funded opportunities over the next five years. Information to be submitted includes: history of the firm and resources, federal funds engineering experience, key personnel/qualifications, current workload, scope and level of service proposed, experience with similar projects and references, fee percentages, errors and omissions insurance, statement of qualifications form, and Section 3 certification form if applicable. Proposals should be received no later than 5:00 PM on June 5, 2026. Late proposals may not be considered. The City of Calhoun reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process. The City reserves the right to interview shortlisted proposers before awarding the contract. All contracts are subject to federal and state contract provisions prescribed by relevant authorities. The project may be subject to the Build America, Buy America Act (BABA), requiring use of American-made iron and steel, manufactured products, and construction materials. The engineer/architect is responsible for obtaining and maintaining all BABA documentation during construction, which must be transferred to the recipient at project’s end. All submissions are public documents and subject to applicable open records laws. Neither the Northwest Georgia Regional Commission nor the participating local governments will be responsible for any costs incurred in proposal preparation. Respondents shall hold harmless the Northwest Georgia Regional Commission, participating local governments, and their officers and employees from all related claims. The City of Calhoun reserves the right to determine, clarify, negotiate, reject any or all responses, and modify the procurement process and schedule. If the RFQ is withdrawn or the project is canceled, there will be no liability for costs or expenses incurred in connection with the RFQ or otherwise.
