The work consists of quarterly vegetation control surrounding the UPP VOR antenna to prevent interference with the antenna's radiated signal. The contractor shall furnish all labor, materials, equipment, transportation, and services necessary to cut, trim, and mulch shrubs, trees, grass, and other vegetation within a 350-foot radius centered on the VOR antenna, rotating as necessary to cover a full 360-degree area as depicted in the referenced appendices. Vegetation across the entire counterpoise area shall be mowed and/or treated as required. All trees, shrubs, and vegetation located below the counterpoise within the defined area shall be trimmed to at least six feet below the counterpoise surface elevation to remain below the antenna line of sight. Trees and vegetation within FAA property shall be cut down, chipped, and spread within FAA property, and grass shall be mowed to facilitate ongoing maintenance. Trees located outside FAA property shall be topped to at least six feet below the counterpoise surface elevation and removed. The terrain is steep and located on a mountaintop, requiring additional effort for access and performance. The contractor must also account for the presence of Hawaiian Hawk habitat near the site, and work shall not be scheduled during the mating period of August through September. All work shall be performed in accordance with the attached Statement of Work and appendices. The Method of Contractor Selection has not been determined at this Time.
