Sealed bids are requested for sludge removal. Each bid must be submitted on forms provided in the contract documents and accompanied by a bank or certified check, or bid bond, payable to the Elmira Water Board in the amount of 5% of the total bid. This serves as a guarantee that the bidder will enter into the contract if awarded. Upon acceptance, failure to enter into the contract will result in forfeiture of the check or bond. Bidders must comply with prevailing wage rates as determined by the New York State Department of Labor. Bid specifications are available at the Elmira Water Board office or the organization's website. Bids must be submitted in sealed envelopes with the project name on the outside. No bid may be withdrawn within 45 days of the opening. The successful bidder must provide performance and payment bonds, each equal to at least the total bid amount, with a surety authorized in New York State. Sales and use taxes of New York State, counties, or cities on materials, equipment, and supplies incorporated into the project are not to be included in the bid. Bidders must certify that their bids are prepared without collusion. The Elmira Water Board reserves the right to reject any or all bids.
