Sealed proposals are requested for the following: The base bid involves providing a combination of single and double bituminous seal coat using a polymer modified emulsion and #8 stone with a 1.0% loss by wash, for a surface category condition “C” with ADT less than 100, over approximately 42,580 square yards. All materials used must comply with PennDOT Publication 408 Specifications and Standards. Bidders must be PennDOT prequalified and supply proof of prequalification. Proposals are to be submitted using forms provided. Bid forms, specifications, and information are available at the Smithfield Township Municipal Center. Bids must be clearly marked as “Seal Coat Road Bid” and must include a certified check or bid bond for 10% of the bid amount. The successful bidder must provide performance and payment bonds equal to 100% of the contract price within 20 days of contract award. The Pennsylvania Public Works Employment Verification Act applies, requiring the successful bidder to file a form verifying that all employees hired after January 1, 2013, are legally eligible to work in the United States. All contract work must be completed by the specified deadline, with $975 per day in liquidated damages for delays. Bids may not be withdrawn within sixty days after bid opening.
