PROJECT DESCRIPTION: This project is phase one of planned renovations for the historic Phelps Mills store building, to include selective demolition, foundation repair and re-roofing. Bids must be sealed, clearly marked with the project name, bidder's name, address, and date and hour of the opening. Each bid must include a cashier's check, bid bond, U.S. Government Bonds (at par value) or certified check equal to five percent (5%) of the amount of the proposal as security payable to the Owner and must provide Payment and Performance Bonds of one hundred percent (100%) of the bid amount. Bids must be submitted on the Bid Form provided in the project manual; non-conforming bids will be rejected. Bids may not be withdrawn within forty-five (45) days after the closing time without Owner consent. The Owner reserves the right to reject any and all bids. The successful bidder must be a 'responsible contractor' as defined by Minnesota Statutes Section 16C.285, subdivision 3, and must include a list of all first-tier subcontractors. Before contract execution, the prime contractor must submit verification that all subcontractors and motor carriers meet responsible contractor criteria.
