The contractor shall install several miles of underground fiber optic infrastructure extending from a common demarcation point to designated National Park Service facilities within Yellowstone National Park. The work includes construction, placement, and connection of fiber optic lines to support broadband internet services, along with provision of continuous 24x7x365 internet support. The offer must describe customer support services, including methods of customer contact, response times, and procedures for customer notification during scheduled and unscheduled outages. All work must comply with the provided plans and specifications, Davis-Bacon wage requirements, and applicable federal regulations. The contractor must obtain and maintain a valid National Park Service right-of-way permit or other required conveyance prior to beginning any work and throughout the period of performance. The right-of-way permit authorizes utilities to pass over, under, or through National Park Service property and is required for all broadband and telecommunications infrastructure, regardless of whether the facilities serve park operations or traverse park lands. The contractor shall submit an annual work plan in writing to the Park Superintendent or designated representatives by April 1 of each year, detailing all planned maintenance, vegetation management, or work activities within the approved right-of-way or authorized ingress and egress routes for that calendar year. The project will be awarded as a negotiated firm-fixed-price contract, with the government evaluating technical capability in relation to price. The estimated project magnitude is between $250,000 and $500,000. Specifications and supporting documents are incorporated by reference.
