Reference Number 0000423165 The City of East Lansing seeks to identify a qualified firm to design, furnish, and install a fixed, ground-mounted ~200 kW solar photovoltaic (PV) array at the Department of Public Works (DPW) facility at 1800 E. State Road. The project's goals are to reduce DPW's utility costs, increase the share of the City's electricity served by renewable energy, and offset the facility's annual consumption with a grid-tied PV system capable of generating excess energy during summer months. Following construction, the City intends for the project site to be restored with native, pollinator-friendly vegetation beneath and around the array to enhance local biodiversity and support pollinator species. The approaches, standards, specifications, and processes listed herein reflect the City's understanding of reputable, industry-standard practices for the installation of a solar photovoltaic system. The City's goals are to install a solar array that operates legally and efficiently, uses durable materials that meet recognized industry standards, and is designed and documented to be eligible for available incentives and credits; to include cost-effective provisions at time of installation that reduce the burden and cost of potential future array expansion; and to communicate energy generation publicly and track system performance for internal planning purposes. The City acknowledges that this is not its primary area of expertise. If any prescribed requirement is inconsistent with best practices for achieving these goals, the Contractor is encouraged to propose and justify alternate approaches for the City's review and approval.
