Site work, paving and renovation of a mixed-use development in Moonbeam, Ontario. Completed plans call for the renovation of a clubhouse / community center; for site work for a clubhouse / community center; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Corporation of the Township of Moonbeam invites qualified contractors to submit proposals for the replacement of existing entrance doors at the Community Centre to meet AODA accessibility standards, as well as the design and construction of an accessible exterior ramp connecting the Raymond Bouchard Community Centre to the outdoor skating rink. This project aims to improve accessibility, safety, and overall usability for all residents. The Municipality reserves the right to accept or reject any or all proposals. Proposals submitted after the deadline will not be considered. 2. Project Location Raymond Bouchard Community Centre 28 Albert Street Township of Moonbeam 3. Project Overview The project will deliver critical improvements to the outdoor built environment of the Centre Communautaire Raymond Bouchard by removing major exterior accessibility barriers and creating new, inclusive access points. The work includes replacing a deteriorated, unsafe interlock surface at the main accessible entrance with a durable cement pad, eliminating tripping hazards and ensuring a smooth, safe approach. A new fully accessible side entrance will connect the Centre directly to the roofed outdoor rink, featuring an automatic door, cement landing, and an accessible ramp with a slope gentler than required under the AODA and Ontario Building Code for enhanced comfort and safety. 4. Scope of Work Supply and installation of an accessible exterior door Installation of automatic push-button door opener Accessible door hardware (lever handles, automatic closer) Possible door frame modifications if required Construction of an accessible ramp connecting the door to the rink area Replacement of the front entrance sidewalk on the rink side, including removal of the existing sidewalk and installation of new concrete. The new sidewalk must wrap and connect to the new accessible side-door ramp, creating a continuous accessible pedestrian path. Installation of handrails and guardrails as required Design and construction should consider universal design best practices, including ease of use, safety in winter conditions, and accessibility for a wide range of users beyond minimum compliance. Drainage and grading to prevent water accumulation and ice buildup Cleanup and disposal of construction materials Ensure all work complies with Ontario Building Code accessibility requirements Each proposal must include a basic drawing or sketch of the proposed ramp and entrance design. The drawing should include ramp length, slope, width, landing locations, handrail placement, and drainage considerations. Drawing must demonstrate compliance with Ontario Building Code accessibility requirements. Proponents are encouraged to go beyond minimum Accessibility for Ontarians with Disabilities Act (AODA) and Ontario Building Code requirements by incorporating enhanced accessibility features. Designs should aim to improve ease of use for a wide range of users, including seniors, people with disabilities, and families, while enhancing overall safety, comfort, and independence. 7. Contractor Requirements o Licensed and insured contractor o Experience with accessibility or similar construction projects o Contractor shall maintain Commercial General insurance in an amount not less than $5,000,000 Liability per occurrence. o References for similar completed work 8.
