The work involves providing all labour, equipment, transportation, and professional services required for the assessment and planning of the Public Works Garage. The scope includes: conducting a site visit and inspection, reviewing available documentation, documenting current building conditions, and preparing photographic evidence. The building condition assessment covers structural, building envelope, mechanical, electrical, and life safety systems, as well as accessibility compliance reviews. A functional space needs analysis must be completed, including meetings with staff to review operational requirements, assess current and future space needs, and evaluate workflow efficiency. The project also requires the development of conceptual alternatives for renovation, expansion, or replacement of the facility, each with conceptual floor plans, site layout, operational analysis, cost estimates, and implementation strategy. Capital planning must include immediate, short-term, medium-term, and long-term recommendations with cost estimates for each. Deliverables include reports on building condition, space needs, accessibility, conceptual designs, a capital improvement plan, preliminary cost estimates, and a final study report with recommendations. All deliverables must be provided in PDF and editable electronic formats. Proposals must include company information, team qualifications, relevant experience, methodology, project schedule, and a fee proposal with a breakdown by project phase and hourly rates for additional services. Proposals will be evaluated on experience, team qualifications, understanding of requirements, methodology, and fees. Submission instructions require delivery by the stated deadline, either electronically or in a sealed envelope, with the Township reserving the right to accept, reject, or negotiate proposals, or cancel the process at any time without obligation.
