The City of Hayward is seeking proposals from qualified consulting firms to update its Bicycle and Pedestrian Master Plan (BPMP Update). The BPMP Update will build on the City's existing 2020 Bicycle and Pedestrian Master Plan to create a focused, actionable guide for active transportation investment over a five-year implementation horizon. The update will be grounded in what the City can realistically complete or substantially advance within five years. It will prioritize a targeted short list of grant-ready capital projects, construction opportunities aligned with the City's Pavement Improvement Program (PIP), and quick-build or systemic signalized improvements. The BPMP Update shall also incorporate active transportation safety into infrastructure planning processes, including signal timing, integration of striping improvements into paving contracts, and establishment of new design standard specifications. The BPMP Update will leverage the City's existing BPMP, Local Road Safety Plan (LRSP), and Speed Management Plan (SMP), and will be developed in close coordination with concurrent City efforts, including the PIP, High Injury Network (HIN) Safety Plans, Nighttime Safety Enhancement Plan (NSEP), and Community Based Transportation Plan (CBTP), as well as regional efforts by Alameda County Transportation Commission (ACTC) and Metropolitan Transportation Commission (MTC).
