The Work of Project is defined by the Contract Documents and consists of the following: 1. This project includes new LED Lighting at Football, Softball and Baseball fields. Includes replacement of wood poles with concrete and reuse of existing concrete poles at football fields. Sealed lump sum bids are to be delivered in a sealed envelope clearly marked with the project's name, the date and time of opening, and addressed to the Superintendent. The envelope must list the bidder's company name, address, and all relevant license and registration numbers. Envelopes not properly marked are submitted at the bidder's risk. Electronic bids may be submitted via the specified website, though they are not required. Bids must comply with all Instructions to Bidders. Bids must be submitted in duplicate using the proposal forms provided with the specifications and must include Proposal Security in the form of a Certified Check or Bid Bond in an amount at least 5% of the Base Bid. This security will be forfeited as liquidated damages if a bidder fails to carry out the terms of the proposal, execute a contract, or post required bonds within the specified time. No bid may be withdrawn for 90 days after bid opening. The Owner reserves the right to reject any and all bids and to waive informalities and irregularities, and may postpone decision for up to 90 days. There is no scheduled pre-bid meeting, but contractors may visit the sites after checking in with the administrative office. Procurement and contracting documents are available after registration at the specified website and must be purchased as entire sets. Bidders must be properly licensed and able to obtain the necessary insurance and bonds. Performance Bond, Labor and Material Payment Bond, and Insurance acceptable to the Owner will be required from the successful bidder. Successful bidders are expected to begin upon receipt of Notice to Proceed and complete the work according to set deadlines for each site, with liquidated damages of $500 per calendar day for late completion per deadline.
