The project seeks qualified consultants to assess the public potable water and wastewater systems within Liberty County, Georgia, including its government jurisdictions, to evaluate how to provide water and wastewater services to all areas of the county and to develop a strategic plan. The scope of work includes studying the feasibility of a countywide strategy to address water and wastewater needs, considering both technical and legal aspects, and preparing a plan for providing these services in the near and long term (approximately 10 and 20 years). The study will involve evaluating all avenues for providing services, consolidating and expanding existing systems, analyzing current infrastructure and financial obligations, considering the Coastal Georgia Regional Water Plan, proposing governance structures and operational frameworks, and providing updated service delivery area maps. Consultants are expected to meet with stakeholders and a technical advisory committee during the process. Instructions to bidders include submitting qualifications detailing experience in similar projects, expertise in water and wastewater systems, experience with multi-jurisdictional or regional systems, and knowledge of relevant regulations. Submissions must include information about the consultant and team, project experience with references, relevant work samples, an executive summary of the project approach, and any additional supporting information.
