Site work for a mixed-use development in Othello, Washington. Completed plans call for site work for a communication facility; and water / sewer project.

The project consists of a 34.5 kV line extension from the Scooteney substation to the EL80.6 and EL84.7 Pumping Plants, covering approximately 10 miles. Bidders are required to submit sealed bids to the East Columbia Basin Irrigation District main office in Othello, WA. The following contract is for the furnishing of materials and labor for the construction of the 34.5 kV Line Extension and to include but not limited to the following Items: The completed work will provide Owner with a line extension of the existing Scooteney distribution line to the EL80.6 and EL84.7 (Orman Johnson) Pumping Plants. This contract will include a line extension of the existing US Bureau of Reclamation Scooteney Substation distribution line to the EL80.6 and EL84.7 Pumping Plants (by others). Work consists of furnishing and installing conductors, poles, crossarms, recloser, voltage regulator bank (installation only), capacitor banks (installation only), cutouts, conduit, fittings, pull vaults, warning tape, cables, wires and associated equipment. In addition to this work, there will be sections along this distribution line where existing Big Bend Electric Cooperative's (BBEC) distribution lines are located. This project contains three separate sections of existing BBEC distribution lines. For these three sections, the project will be replacing or relocating their existing equipment and installing proposed equipment onto the proposed poles (labor only). This will maintain BBEC's distribution system and allow the proposed to be installed in conjunction. The first and second existing sections contain a 13.2 kV, 3-phase distribution line. The third existing section contains a 24.9 kV, 3 phase distribution line. The project site spans within Adams and Franklin Counties, from approximately 12 miles northwest of Connell (near Scooteney Park) to 10 miles southeast of Othello, WA. The project location map can be seen in Volume III Plans. The project consists of installation of a 34.5 kV distribution overbuilt (with Big Bend Electrical Cooperative underbuilt in some sections). The project is energized from - the Scooteney Substation, with the project starting point approximately 7.2 lines miles from the Substation at the point on Coyan Road where the line heads to the west (approximately 11530 Coyan Road) and is mainly north and east, following the approximate alignment: starting at the above starting point and east on Coyan Road, north on Booker Rd, east on Muse Rd, north on S Rayburn Rd, east on W Hatton Rd, north on S Lucy Rd. It extends to approximately 10 miles. Substantial completion of the distribution system is January 1st 2027. Project must be completed by February 1, 2027.
