Site work for a water / sewer project in Wilburton, Oklahoma. Completed plans call for site work for a water / sewer project.
Contractor must obtain plans and specifications from the office of the Engineer and be registered on the Engineer's bid list to be recognized as an eligible bidder for this project. Each bidder shall accompany their original bid with a certified or cashier's check on a solvent bank located in Oklahoma or a Bidder's Bond in the amount of five percent of the bid as a guarantee of their ability to perform the contract and that they will enter into a written contract with the Owner to perform the work and/or furnish materials in accordance with the specifications, and furnish the required bonds within ten days after acceptance of the bid. The deposit will be retained by the Owner as liquidated damages if the successful bidder fails to enter into the contract and furnish the required bonds within the time required. Deposits of unsuccessful bidders will be returned upon execution of the contract and required bonds. Each bidder shall accompany their bid with a DW-412 Noncollusion Affidavit and a DW-413 Business Relationships Affidavit, showing the bidder has not entered into agreements with any other bidder regarding the bid or profits thereof. Performance, maintenance, and statutory payment bonds in the amount of 100% of the contract price with a corporate surety licensed in Oklahoma and approved by the Owner and Engineer are required. A maintenance bond guaranteeing repair of all damage due to improper materials or workmanship for one year after acceptance of the work by the Owner is required. The project is financed by a loan from the Oklahoma Water Resources Board through the Department of Environmental Quality Drinking Water State Revolving Fund (DWSRF) and is DWSRF Project No. P40-3003904-01. All qualified applicants will receive employment consideration without regard to race, color, religion, sex, national origin, age, or physical handicap. Bidders must comply with Executive Order No. 11246, Department of Environmental Quality Small, Minority, Women's Businesses Requirements (including affirmative steps to contract with such businesses and requirements as contained in DEQ Guidance and Procedures, DW-700), the Anti-Kickback Act, the Contract Work Hours Standards Act, and Davis Bacon Act wage rules. All laborers and mechanics shall be paid wages at rates not less than those prevailing on similar projects in the locality as determined by the Secretary of Labor. American Iron and Steel provisions and BABA requirements apply, requiring all iron and steel products used for construction, alteration, maintenance, or repair of a public water system to be produced in the United States. System for Award Management (SAM) registration is required for all DWSRF program applicants and awardees to be awarded contracts. The contract is to be awarded to the lowest responsive, responsible bidder. The Owner reserves the right to waive any informalities and reject any and all bids. Conditional bids shall not be accepted. Estimated cost: $870,000 - $900,000 SECTION 1 - WATER METER IMPROVEMENTS 1. Water Meter - 3/4" This item shall be the furnishing of a 3/4" meter in accordance with the Specifications. Meters must conform to AWWA C-715. Meters shall be paid on a per each unit bid price. Installation shall be paid under Item 6. 2. Water Meter - 1" This item shall be the furnishing of a 1" meter in accordance with the Specifications. Meters must conform to AWWA C-715. Meters shall be paid on a per each unit bid price. Installation shall be paid under Item 7. 3. 2" Flow Meter This item shall be the furnishing of a 2" flow meter in accordance with the Specifications. Meters must conform to AWWA C-700 & C-701. Meters shall be paid on a per each unit bid price. Installation shall be paid under Item 8. 4. Radio Transmitters This item shall be the furnishing of radio frequency transmitters in accordance with the Specifications and shall be compatible with either handheld interrogation unit or vehicle interrogation unit. This item shall be paid on a per each unit bid price. 5. Mobilization This Item shall be a lump sum bid price. This item shall include the transportation of materials and equipment, preparation for labor, setup for site storage, and all other items necessary for the mobilization of water meter improvements. 6. Installation - 3/4" Meter This Item shall be an each unit bid price. This item shall be the installation of a 3/4" meter as specified on Item 1 of the Proposal and Specifications. This item shall include all excavation, backfill, piping, fittings, labor, trucking, mobilization, initialization, tools and any other items needed for the installation of the meter. Coordination with and support of the suppliers contracted to perform work, or Owner shall be incidental to this item. Repairs of leaks caused by the installation of water meter shall be incidental to this item. 7. Installation - 1" Meter This Item shall be an each unit bid price. This item shall be the installation of a 1" meter as specified on Item 2 of the Proposal and Specifications. This item shall include all excavation, backfill, piping, fittings, labor, trucking, mobilization, initialization, tools and any other items needed for the installation of the meter. Coordination with and support of the suppliers contracted to perform work, or Owner shall be incidental to this item. Repairs of leaks caused by the installation of water meter shall be incidental to this item. 8. Installation - 2" Flow Meter This Item shall be an each unit bid price. This item shall be the installation of a 2" flow meter as specified on Item 3 of the Proposal and Specifications. This item shall include all excavation, backfill, piping, fittings, labor, trucking, mobilization, initialization, tools and any other items needed for the installation of the meter. Coordination with and support of the suppliers contracted to perform work, or Owner shall be incidental to this item. Repairs of leaks caused by the installation of water meter shall be incidental to this item. 9. Drive-By System w/ 1 Year Software, Programming, and O&M with Operator Training This item shall be the furnishing of the vehicle drive by system, one year of software, programming tools, tablet, owner training and technical support, and warranty for the system in accordance with the Specifications. This item shall be a lump sum unit bid price. SECTION 2 - SCADA IMPROVEMENTS 1. SCADA Improvements This item shall be the furnishing of SCADA Improvements to the system. Improvements are to include but not limited to capacity and pressure monitoring for eight (8) water storage tanks and six (6) booster pump stations. SCADA Improvements shall include all necessary remote telemetry units, PLCs, HMIs, to allow for continuous communication, monitoring and alerts. This item shall be a lump sum unit bid price. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
