Proposals must be received at the specified location by the indicated deadline. Bids received more than ninety-six hours before the time set for opening (excluding weekends and holidays), or after the time set for opening, will not be considered. A cashier's check, certified check, or surety bond in the amount of 5% of the bid is required for bids exceeding $25,000.00. The owner reserves the right to reject any or all bids and to award based on the best interest of the project.
