Bids are invited for sidewalk improvements on Log Brown Avenue, project2024-01m, PID121449. Bids must be submitted electronically via the bid express website. All bidders must register on the bid express website and create a Digital ID. All bid documents can be viewed and downloaded at www.bidexpress.com. Each proposal must be accompanied by a bid guaranty in the form of a bid bond with an approved surety company for the full amount of the bid proposal, or a certified check, cashier's check, or letter of credit in the amount of ten percent of the bid. Each proposal must contain the full name and address of every interested person or company. The contract bond shall list the City of Bellefontaine and the Ohio Department of Transportation as obligees. The project has a 5% disadvantaged business enterprise (DBE) goal, and bidders must submit a DBE utilization plan through the appropriate ODOT website at the time of bid opening. Within five calendar days after the bid opening, the apparent low bidder shall affirm DBE participation by submitting a DBE affirmation form at the appropriate ODOT website. The project is funded with federal highway administration funds and will be a prevailing wage contract in accordance with federal labor standards and Davis-Bacon wage laws. The prime contractor must perform no less than 30 percent of the total original contract price. All bids will be considered based on the lowest and best bid. The city reserves the right to reject any and all bids and to waive any irregularities. Minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on grounds of race, color, or national origin.
