Site work for a water / sewer project in Santa Fe, New Mexico. Conceptual plans call for site work for a water / sewer project.

Scope of Work Requirements for the Project include but are not limited to: evaluation of hydraulic and sediment loading in the Rio Grande for diversion through a new or rehabilitated alternative intake structure(s), including review of magnitude and variability of sediment loading and historic turbidity data, and development of a technical memo for the basis of design for excluding sediment, and planning-level estimates of anticipated off-line periods. Evaluation and refinement of intake structure(s) layouts and diversion methodologies to a 30% design level, including river hydraulic modeling, evaluation of types, configurations, arrangements of components such as intake screens, diversion structure, intake gates, and screen cleaning systems, considering capital cost, O&M cost, constructability, maintenance of plant operations, exclusion of aquatic species, permitting risk, and operational resilience. The Engineer may also propose refinements or alternative concepts, with documentation and evaluation in coordination with the project team. Identification and assessment of required permits and potential re-evaluation of existing permits associated with proposed alternatives, and providing support for consultation with regulatory agencies. Development of target turbidity, suspended sediment concentration, and associated sediment removal performance upstream of the raw water lift pumps, supported by hydraulic and sediment analyses. Evaluation of aquatic species exclusion requirements and measures, evaluation of operation and maintenance requirements, anticipated service life, and constructability considerations for proposed alternatives, including coordination with operations staff. Development of a construction phasing approach to support continued, limited facility operations during construction. Conduct a Multi-Criteria Decision Analysis (MCDA) for all alternative intakes based on sediment and debris management, hydraulic performance and diversion capability, implementation feasibility and risk, O&M burden, implementation and capital costs, and permitting risks. Preparation of 30% design drawings for the selected alternative, including site layouts, grading plans, utility plans, diversion structure layouts and section views, process and instrumentation diagrams, major equipment layouts and section views, and electrical one-line diagrams, along with a Basis of Design report documenting design criteria, assumptions, technical analyses, and design development at the 30% level. Alternative to be developed further will be decided based on collaborative workshop discussion with the Board, the Engineer, the Consultant Engineer and Owners Representative. The Engineer may rely on survey and base mapping information provided by the Board and must identify material data limitations affecting the 30% design in the BOD. Sustainable and energy-efficient technologies that are simple and cost-effective to operate and maintain for the intended functionality. Performance requirements in the BOD will include maximum daily diversion, river levels, sediment concentrations, estimated operation days, maintenance methods, sediment removal rates, and chemical/power usage. Design constraints are included in the Conceptual Design Layouts referenced in the Vendor Questionnaire. Instructions to bidders: Offerors shall complete and submit only one response to this RFQ through the electronic procurement portal. Proposals must include both confidential (unredacted) and public (redacted) versions with appropriate file naming. Only electronic submissions are allowed. All written questions must be submitted via the procurement portal and responses will be provided electronically. Proposals must be submitted before the deadline. The contents of proposals will not be disclosed until the contract has been awarded. The use of subcontractors is allowed but requires written approval. Offerors may submit amended proposals prior to the due date, with amended submissions serving as complete replacements. Proposals may be withdrawn in writing prior to the due date. Responses are considered firm for 180 days after receipt. Awarded contractors must not commence work until a Purchase Order and instructions to start are issued. Offerors must comply with all requirements, including conflict of interest, confidentiality, and non-collusion affidavits. Local business preference points may apply if applicable, but not when federal funds are used. All decisions regarding the award are at the sole discretion of the City/Board, and no work is to commence until a Purchase Order is received.
