All bids shall be made and presented on a form furnished by the District. Bids must be submitted in a sealed envelope showing the time and date of the opening and have the bid number and subject printed on the bottom left corner of the envelope. Each bid must conform and be responsive to the contract documents, which will be distributed in electronic format at the mandatory job walk. Bid Specifications and all contract documents will be available on the day of the job walk. Once the lowest responsible bidder has been selected, the District may determine to add to or deduct from the Contract any of the additive or deductive items. The District has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be performed. The awarded contractor must be registered with DIR. The Contractor and any subcontractor(s) shall pay not less than the specified prevailing rates of wages to all workers employed by them in execution of the contract. No bidder may withdraw his bid for a period of sixty (60) days after the date set for opening of bids. The District reserves the right to reject any and all bids or to waive any irregularities or informalities in any bids or in the bidding. Pre-qualification requirements: As a condition of bidding for this project, and in accordance with California public contract code section 20111.5, prospective bidders are required to submit digital prequalification documents through the "PQ bids" website. Each bidder shall possess at the time this contract is awarded, the following contractor's licenses pursuant to Public Contract Code Sec. 3300: Bid No. 054:25/26 - Curbs, Concrete, Masonry - Class B and C8; Bid No. 068:25/26 - Electrical & EV Chargers - Class B and C10; Bid No. 069:25/26 - Asphalt- Class B, C-12 and C32. The successful bidder must maintain the license throughout the duration of this contract. Contractors arriving after the scheduled job walk time will not be allowed to submit a bid on the project. The awarded contractor must be registered with DIR.
