Provide maintenance and sustainment services for the Emergency Mass Notification System Giant Voice system to ensure continued serviceability and operational readiness. The work includes conducting one annual preventive maintenance inspection and associated system upgrades performed by qualified technicians experienced with ATI Giant Voice equipment. Services include inspection, testing, and maintenance of three base station locations and equipment, associated power supplies, radios, antennas, and communications components. Diagnostic and functional testing will be performed at each siren location, including quiet tests and full operational testing of warning sirens, public address, and ATHOC functions, with required coordination for siren activation approvals. The contractor shall inspect all EMNS poles and sirens, verify grounding, inspect cabinets for corrosion, cleanliness, and moisture, load-test batteries and chargers, confirm secure wiring and connections, and ensure speakers are free of animals and nesting materials. The scope also includes testing of REACT 5000 systems and associated computers, installation of the latest software upgrades throughout the year, and provision of emergency and non-emergency response services within specified timeframes. The contractor shall submit electronic test results and inspection reports within five calendar days of work completion and comply with all applicable safety, security, and OSHA requirements.
