Prospective offerors may submit written questions concerning the RFP until 12:00 p.m. on May 28, 2026. Written questions may only be submitted on the form attached hereto as Exhibit D and must be submitted via e-mail to the following email address: Jamie.Davids-Mayhew@Indy.Gov The work shall generally consist of resurfacing, restoration, and rehabilitation of asphalt local streets in the City of Indianapolis, including milling and asphalt overlay, partial and fulldepth pavement repairs, and other pavement preservation treatments as appropriate. Dependent on location, concrete work such as curbs, sidewalk, and curb ramps compliant with ADA/PROWAG requirements, stormwater infrastructure, traffic signals, and pavement markings and signage may also be included. All such work necessary for an asphalt street or group of asphalt streets shall becollectively referred to herein as the Infrastructure and the development and construction of the Infrastructure for each street or group of streets within the Program shall be referred to as a Project. DPW anticipates that all Infrastructure for each Project will be able to be constructed without plan sheets sealed by a professional engineer. However, the developer team should include a qualified designer who is a professionally registered engineer in the State of Indiana to suggest the proposed improvements and produce plan sheets of the necessary level of detail required to construct the Infrastructure up to stamped/sealed plans if significant horizontal/vertical curve changes or stormwater assets are to be included. The precise scope for each Project will be determined during a collaborative Scoping Period with the selected developer team.
