The services include, among other things, drawing up plans and specifications, assisting the City during the tendering process, as well as supervising the work. Evaluation and award procedures: The evaluation of bids is done in two stages (2 envelopes). At the first stage, only "quality" criteria are considered. At the second stage, price offers from firms that have obtained more than 70% are opened. The selection committee recommends awarding the contract to the bidder with the highest final score. The City of Alma does not undertake to accept either the offer corresponding to the highest score or any of the service offers received, and does not assume any obligation whatsoever towards the bidder(s).
