Renovation of a mixed-use development in Martinsburg, West Virginia. Conceptual plans call for the renovation of a medical facility.

The work consists of providing all labor, materials, equipment, supervision, and coordination necessary to remove the existing chiller serving the Surgical Suite in Building 500 and replace it with a new Trane CGAM-series chiller, or equivalent. The contractor shall perform pre-work activities including site verification of dimensions, utilities, and access; coordination of shutdowns and work schedules with VA Facilities; establishment of safety perimeters; compliance with OSHA and VA safety requirements; and lockout/tagout of existing electrical services. Removal and demolition activities include recovery and removal of refrigerant in accordance with EPA regulations, disconnection of power, controls, and piping, crane and rigging operations for safe removal, and disposal of the existing chiller and associated debris. Installation work includes rigging and setting the new chiller onto the existing pad, anchoring and leveling in accordance with manufacturer specifications, reconnecting electrical services and providing new conductors as required, installing a dedicated 115V barrel heater circuit, integrating control wiring with the existing building automation system, and installing new chilled-water piping, valves, supports, and a flow switch. The scope also includes installation of a new heat trace system with redundant wire, insulation of new piping, and repair of any disturbed insulation. Startup and commissioning activities include filling the system, bleeding air, verifying flow and pump operation, performing factory-authorized startup, confirming proper operation of safety systems and alarms, verifying electrical load, and ensuring full BAS integration. The contractor shall provide startup logs and commissioning documentation to the VA. Deliverables include completed startup and commissioning documentation, operation and maintenance manuals, warranty documentation, as-built drawings reflecting electrical and piping modifications, and on-site training for VA operations and maintenance staff. The scope excludes asbestos abatement, correction of pre-existing code violations, life-safety system modifications, structural modifications beyond the described work, and extensive BAS reprogramming. Warranty requirements include a 90-day labor warranty and a standard one-year manufacturer parts warranty, with a preference for a five-year standard parts warranty if available.
