Tree removal services, restoration work, and deregulation of woody debris are required to support the eradication of the Asian longhorned beetle within designated infested areas. The work includes providing all personnel, labor, supervision, supplies, equipment, and materials necessary to remove infested and high-risk host trees on public and private properties in both landscaped and non-maintained areas. Prior to beginning work on private property, the contractor must coordinate with the property owner or other approved point of contact to discuss planned removal operations. The scope includes removal of trees, stump grinding of landscaped and woodlot trees, application of approved herbicide to stumps, disposal of all removed trees and woody debris, and restoration of affected properties following completion of removal activities. Contractors must have the capacity to service multiple sites simultaneously and be able to expand operations to support up to ten crews capable of removing as many as approximately 600 trees per week. Contractor personnel must include a full-time arborist with current certification from the International Society of Arboriculture or an equivalent organization. All woody debris resulting from tree removal must be deregulated on the same day at the removal site whenever possible. If on-site deregulation cannot be performed, the contractor must have an agreement with an approved vendor capable of deregulating woody debris, with all material meeting deregulation requirements within 48 hours. Deregulation is achieved by grinding or chipping material to pieces no larger than one inch in two dimensions, or through incineration. Alternative methods may be used only if scientifically supported and approved. The contractor is responsible for ensuring all woody debris is deregulated at the worksite or disposed of at an approved deregulation facility within a reasonable distance of the removal site. The contractor must furnish and operate all necessary equipment to safely and effectively perform the work, which may include chainsaws, bucket trucks, wood chippers, skid steers, cranes, grinders, chippers with large diameter capacity, incinerators, grapple and transport trucks, and other specialized equipment required for tree removal, debris processing, and hauling. The work is anticipated to be performed under a multi-year, firm-fixed-price, indefinite delivery/indefinite quantity contract and will require compliance with applicable bonding requirements and subcontracting limitations. The Method of Contractor Selection has not been determined at this Time.
