The project consists of paving and associated restoration for the installation of approximately 1,670 square yards of pavement to pave the existing walking trail at the Township Building in the Village of Milroy. Instructions to bidders include: - Sealed bids (one original and two copies) must be submitted. - Bidders must purchase the Contract Documents and Plans from the specified engineering office to be eligible. - Each bid must be accompanied by a certified check or bank draft payable to the "County of Mifflin," or a satisfactory bid bond in an amount equal to ten percent of the total bid. - A fully completed Non-Collusion Affidavit must be included. - Equal Employment requirements must be met including a 6.9% goal for female participation and a 1% goal for minority participation in the on-site construction workforce for contracts over $10,000. - Documentation evidencing solicitation and commitment to minority and women business enterprises and Section 3 business concerns must be submitted with the bid. - Bidders must comply with Buy America, Build America Act requirements and submit the included certification. - The contractor should strive to meet an MBE goal of 5% and WBE goal of 3% for contracts of $25,000 or more. - Section 3 requirements must be attempted if HUD or CDBG funding exceeds $200,000. - A bid preference may be provided to a Section 3 business concern. - Davis-Bacon and Related Acts apply. - The Owner reserves the right to reject any or all bids, to waive irregularities, or negotiate contract amounts. - Attendance at the pre-bid meeting is highly encouraged but not mandatory.
