Non-personal services are required for the procurement, installation, integration, testing, commissioning, documentation, training, warranty support, and maintenance/sustainment of a modernized Electronic Security System (ESS) and related gate and access-control infrastructure at Fort Norfolk. The contractor shall provide all personnel, supervision, management, equipment, supplies, facilities, transportation, tools, materials, software, licensing, testing instruments, documentation, and other necessary items to deliver a complete, integrated, tested, and operational system. The work includes engineering, design coordination, planning, system configuration, and implementation support; integration of physical access control and security management systems; installation of access card and credential readers, door controllers, handheld credential-verification devices, and related cabling; deployment of video surveillance and video management systems including cameras, recording and storage systems, servers, workstations, displays, and network video recording equipment; and installation of gate controls, sensors, safety devices, pedestrian and vehicle interfaces, and supporting infrastructure. The effort also includes perimeter fencing and gate upgrades, system testing and commissioning, user training, documentation, warranty, and ongoing service and support. The system must incorporate specified brand-name components, including AMAG Symmetry for access control/security management, Telaeris XPID201 for handheld credential verification, and Milestone Professional+ for video management, to ensure compatibility, interoperability, cybersecurity compliance, and continuity with the existing Fort Norfolk security environment and the broader North Atlantic Division infrastructure. The completed system shall support access permission management, monitoring of entry control points, centralized video surveillance and playback, credential verification for guard operations, response to unauthorized access or security events, and long-term sustainment, while complying with applicable Federal, DoD, Army, USACE, cybersecurity, supply-chain, physical security, and Unified Facilities Criteria requirements.
