Wilkes Soil & Water Conservation District is requesting qualifications from Design-Build Firms to provide and assist with Engineering, Consulting, Design, and Construction/Contractor Services for Emergency Watershed Protection (EWP) projects as approved by the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), and the Wilkes Soil & Water Conservation District Board. Work will be performed at two specific locations in Wilkes County, NC: 1. Site 4501-001: 300 LinFt x 17 Ft height Streambank and Shoreline Protection on Mulberry Creek. Approximately 1 acre of Critical Area Planting. 2. Site 4502-002: 85 LinFt x 40 Ft height Streambank and Shoreline Protection on the Yadkin River. Approximately 1.1 acre of Critical Area Planting. The selected Contractor shall provide all labor, materials, equipment, and professional engineering services to design and implement recovery measures in accordance with NRCS Conservation Practice Standard (CPS) 580 and 342. Phase I: Engineering & Design Survey & Analysis: Complete all engineering surveys and site analyses. Design Development: Prepare design, construction drawings, and specifications. All designs must meet NRCS standards and be approved by an NRCS engineer. Regulatory Support: Provide technical documentation and obtain all necessary Federal, State, and local permits. Quality Assurance Planning: Develop a project-specific Quality Assurance Plan (QAP) for NRCS approval. Operations & Maintenance: Develop an O&M Plan for the completed project. Phase II: Construction Implementation: Execute construction based on the NRCS-approved 100% design. Safety: Ensure compliance with OSHA regulations and the Contract Work Hours and Safety Standards Act. Cultural Resource Protection: Adhere to "stop-work" protocols if cultural resources (e.g., prehistoric artifacts, structural rock features) are discovered. Phase III: Check-Out As-Builts: Provide Certified As-Builts for project
