Renovation of a mixed-use development in Orlando, Florida. Completed plans call for the renovation of a medical facility.

Provides all labor, materials, equipment, supervision, and construction services necessary to complete a Department of Veterans Affairs construction project with a magnitude between $1,000,000 and $5,000,000. The work requires full compliance with all applicable specifications, drawings, and contract requirements provided electronically with the solicitation. Performance includes coordination of work activities, material management, and subcontractor oversight to ensure timely execution without disruption to facility operations, while maintaining required infection control, safety, and environmental protection measures. The contractor is responsible for implementing site-specific construction methods and procedures that address facility constraints, protection of existing structures, and remediation of any damage caused during performance. Work must comply with Davis-Bacon wage determinations and applicable federal, VA, and OSHA safety standards. Contractors must demonstrate acceptable safety and environmental performance, including an Experience Modification Rate of 1.0 or less, and provide supporting documentation as part of the proposal. Request for Information (RFIs) shall be submitted by the prime contractor, through email to elizabeth.romero@va.gov. Telephone RFIs will NOT be accepted. 3.1. All questions are due Monday, May 18, at 11:00 AM EST. The project requires submission of a detailed technical approach, specialized experience, and technical competence supported by relevant past performance on comparable construction projects. A preliminary Critical Path Method construction schedule is required, identifying sequencing of work, key milestones, outages, material lead times, and anticipated downtime, from notice to proceed through contract completion. The contractor must be capable of meeting all performance requirements within the proposed schedule and operational constraints. Performance is subject to limitations on subcontracting, requiring the prime contractor to perform at least fifteen percent of the cost of the contract, excluding materials, with its own employees. Payment and performance bonds equal to one hundred percent of the contract price, as well as a bid guarantee, are required. Award will be made on a firm-fixed-price basis to a certified SDVOSB concern whose proposal conforms to the solicitation and represents the best value to the Government, with non-price factors significantly more important than price. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
