The County Council of Talbot County, Maryland is seeking Statements of Qualifications from aviation consulting firms to provide professional planning, engineering, architectural, environmental, and construction administration services at Easton/Newnam Field Airport (ESN). The selected firm will assist in implementing airport improvement and maintenance projects over the next five years. Projects include, but are not limited to, an extension of Runway 4/22, Runway Safety Area improvements, environmental documentation, aircraft parking and storage facilities, and pavement maintenance. Required services include all aspects of planning, design, architectural, and environmental services. The selected firm will also assist in applying for and obtaining State and federal funding, provide full-service aviation consulting capabilities on an on-call basis, and must comply with all pertinent local, State, and federal laws and guidelines, including familiarity with Federal Aviation Administration (FAA) regulations and criteria. Responders must submit eight copies of their Statement of Qualifications in a sealed envelope marked as specified. Submissions must include information on the firm's overall qualifications, specific experience of key personnel, experience with FAA and Maryland Aviation Administration funding programs, list of ongoing projects, summaries of similar recent projects, familiarity with Easton Airport and the region, and availability and location of key personnel. Responses must not exceed 30 single-sided pages, excluding covers, cover letters, table of contents, and divider tabs. Submissions received after the deadline will be considered ineligible and returned unopened. Each respondent will be evaluated and ranked based on prior performance, ability to provide full-service consulting, qualifications of personnel, firm’s qualifications, and experience with federal funding procedures. The County Council reserves the right to reject any or all Statements or accept any Statement or portions thereof in the public interest.
