Installation complete-in-place of approximately 13,740 LF of 12-inch ductile iron pipe water main with fittings and valves with four roadway crossings via bore and multiple driveway crossings either via bore where driveways are paved or open cut when gravel drives. Bidders must include all items indicated in the drawings, specifications, and other contract documentation. The contract time is two hundred forty (240) Calendar Days. Liquidated Damages of five hundred dollars ($500.00) per calendar day for each day in default after the stipulated substantial completion date. Attendance at a mandatory pre-bid conference is required. Instructions for bidding by sealed envelope are provided in the bid documents. All plan holders must register at www.waggonerengplans.com to receive addenda or updated bid instructions. Bidders must hold a valid Alabama Municipal & Utility Contracting License, be qualified as described in the bidding documents, and must certify compliance with Executive Order 11,246 regarding Equal Employment Opportunity. Contractor/Subcontractor must comply with 41 CFR 60-4 for affirmative action. A Performance Bond and a Labor and Material Bond in the amount of 100 percent of the Contract Price are required. Bids must be accompanied by a certified check or Bidder's Bond not less than five (5%) percent of the bid, but not more than $10,000.00. No bid may be withdrawn for ninety (90) days after bid closing. The Owner reserves the right to determine responsible bidders, responsive bids, the lowest and best bid, reject any and all bids, award to the bidder believed most advantageous, and to waive any informalities in the bids and bidding process.
