The New River Resource Authority invites proposals from qualified firms/individuals for construction of a leachate holding pond. The pond will receive leachate via a new force main connection from Pump Station One. The pond will require full lining in compliance with regulatory standards for containment and include a double liner system with an environmentally resistant exposed geomembrane. Site grading will be needed to construct the pond embankments, ensure operational access, and ensure independent operation of the pond versus surrounding surface runoff. This scope intends to act as a full turn -key project for the leachate holding pond and leachate management system. This scope of work will provide associated fees related to design and pond construction materials, and crew mobilization . Oversight and quality control for the construction of the leachate holding pond, should also be included. Contractor will provide a pond design to NRRA. The pond will require full lining in accordancewith applicable regulatory standards for leachate containment and incorporate a double liner system with an environmentally resistant exposed geomembrane . Site grading will be necessary to construct the pond embankments, accommodate operational access, and ensure the pond operates independently versussurrounding surfacerun -off . To managestormwater impacts resulting from grading and drainage alterations, a detention -based stormwater management system needs to be designed to attenuatepost-developmentpeak flows . This systemwill dischargeto an existing stream at the site's southernboundary, and it shouldbe able to reducepeak flows compared to pre-development conditions according to VDEQ's water quantity control requirements.
