All Prime Bidders MUST obtain copies of Bidding Documents from Waggoner Engineering, Inc. upon payment of $100.00 deposit for each set or request a link for an electronic set of plans and specs in PDF format. Please mail all requests and deposits for plans to 10452 S. Glenstone Place, Baton Rouge, LA 70810. Deposits on the first set of documents furnished bona fide prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids. Bidders may submit bids electronically, but must register at the specified website and obtain the documents as directed. The Owner reserves the right to reject any or all bids per State Public Bid Law. Bidders representing corporations must submit a corporate resolution authorizing bid signature. Security deposits are required with each bid, and sureties must be listed in the U.S. Department of Treasury Circular 570. Bidders must comply with regulations regarding employment conditions, minimum wage rates, Section 3, Segregated Facilities, Executive Order 11246, and all relevant federal and state laws, including bonding and insurance requirements. All contractors and subcontractors must comply with Louisiana State Licensing Law for Contractors and must hold an active license in the classification of municipal and public works. The contractor's license number must be provided when requesting documents and placed on the bid envelope. Bids cannot be withdrawn within 45 days of opening. The Contractor is required to begin mobilization and procurement of materials within ten working days of the Notice to Proceed. The successful bidder must execute the owner's standard contract and provide performance and payment bonds within ten working days after award. The successful bidder must submit required equal employment opportunity and Section 3 documentation, if applicable.
