This effort seeks contractors capable of performing a broad range of paving and incidental civil site work, including associated airfield, civil, and horizontal design services, under a firm-fixed-price design-build IDIQ contract. Work includes furnishing all labor, supervision, management, materials, equipment, and transportation necessary to execute new construction as well as maintenance, repair, and alteration of existing infrastructure. Required paving systems include both Asphalt Concrete and Portland Cement Concrete. The work encompasses construction, reconstruction, and repair of primary airfield pavements such as runways, taxiways, aprons, parking ramps, overruns, and paved shoulders, all meeting stringent Department of Defense smoothness and material requirements. Vehicular pavement work includes construction, milling, overlays, and full-depth reclamation of roadways, access roads, and parking areas, including heavy-duty pavements designed to support tracked vehicles and heavy equipment. Specialized airfield maintenance and remediation services are required, including runway spall repair, joint routing and resealing, and runway rubber removal using high-pressure water or chemical methods to restore required friction coefficients. Incidental civil and site work includes demolition of existing pavements, earthwork, grading, curb and gutter installation, and construction of drainage infrastructure such as catch basins, drop inlets, and storm water management systems. Design and engineering services are included and consist of airfield design for pavements, lighting, and striping; horizontal design for roads, lighting, and parking areas; and civil design for earthwork and drainage structures. All work must comply with current Unified Facilities Criteria and Unified Facilities Guide Specifications applicable to airfield and roadway pavements, as well as USACE quality control and safety requirements, including implementation of a Contractor Quality Control plan and adherence to EM 385-1-1 safety standards.
