The respondent shall provide professional services including, but not limited to, mechanical, electrical, utility, and energy planning and engineering services for all existing and future facilities. Services may include cogeneration systems, medium and low voltage electrical generation and distribution systems, emergency power systems, microgrids and distributed energy resources, battery energy storage systems, photovoltaic systems and renewable energy integration, electric vehicle charging infrastructure, uninterruptible power supply systems, high pressure steam distribution systems, campus cooling systems and chilled water piping networks, central utility plants and chilled water plants, thermal distribution systems, HVAC systems, direct buried utilities, automation and system integration, instrumentation and controls including SCADA, DCS and PLC systems, continuous emissions monitoring systems, air quality and environmental compliance systems, plant permitting and regulatory compliance, master planning and campus utility planning, load studies and capacity assessments, technical studies and feasibility evaluations, power system reliability and resiliency assessments, plant modernization, expansion, and upgrade projects, energy efficiency improvements and plant optimization, maintenance planning and operational improvements, and commissioning services, including commissioning, retro-commissioning, re-commissioning, and third-party commissioning for power generation, distribution, and central plant systems. The respondent may also be required to provide comprehensive building assessments, designs, drawings, specifications, cost estimates, and reports, as well as checking of shop drawings, construction administration services, space planning, programming, code compliance review and upgrades, coordination with various agencies, close out services, and coordination of multiple design elements. All work will be assigned and managed through Contract Task Orders (CTOs) developed in conjunction with County Project Management staff, including a detailed Scope Statement, deliverables, schedule of work, and cost. The respondent must follow all CTO, general Scope of Work, project Scope Statement, and Architect-Engineer Guide requirements. No specified amount of work is guaranteed; assignments will be on an "as-needed" basis. Instructions to bidders include: All responses must be uploaded via the County's eProcurement Portal, examining contract documents and the work site prior to submission, preparing responses exactly as instructed, organizing responses by outlined sections, not marking responses as confidential or proprietary, and certifying compliance or listing exceptions. Questions or requests for clarification must be submitted within the specified period and via the required portal. Deviations, clarifications, and exceptions must be listed separately as alternative items for County consideration. All submittals must meet minimum requirements and qualifications, and be submitted in strict accordance with solicitation requirements, or they may be deemed non-responsive.
