Furnishing all labor, materials, and equipment in association with the MILL CREEK NATURE TRAIL MISSISSIPPI OUTDOOR STEWARDSHIP TRUST FUND, as described in and reflected by the plans and specifications prepared by The Walker Associates, Engineers- Planners- Designers, PLLC, Hattiesburg, Mississippi. Plans and specifications are available via paper or digital copy, and plan holders are required to register to view or order bid documents. Bids will be accepted only under the name of the Bidder to whom plans and proposals have been issued by the Project Engineer. The current Certificate of Responsibility Number of the bidder must appear on the outside of each sealed envelope containing a proposal, plainly marked with the project name. All proposals must be submitted on Bid Forms provided with the specifications. Bids may be submitted in person or electronically under the project page. No oral, telegraphic, telephonic, or e-mail proposals will be considered. Proposals must be returned in the original binding or electronic file as issued. Incomplete documents will be considered a stripped bid and ineligible for consideration. Proposals must be submitted in duplicate only on the blank bid forms provided and be accompanied by Bid Security in the form of a certified check or acceptable bid bond in an amount equal to at least five percent (5%) of the base bid. The security will be forfeited as liquidated damages by a bidder awarded the contract who fails to execute the contract and post the required performance bond. Bids must be received on or before the specified time, and no bid may be withdrawn after the scheduled closing. All bids must comply with the requirements of Chapter 3, Title 31 (Sections 31-3-1, et seq.) of Mississippi Code of 1972, as amended, and any contract awarded shall be bonded in accordance with Chapter 5, Title 31, of the same code. The contract, if awarded, will go to the lowest responsible Bidder whose qualifications indicate the award will be in the best interest of the Town. The Town reserves the right to reject any and all bids and to waive informalities.
