The contractor shall provide all equipment, supplies, tools, materials, repair parts, labor, transportation, and personnel oversight necessary to maintain usable, leased non-sewer portable latrines and hand wash stations. The scope includes the lease, delivery, relocation, pickup, and servicing of these units at various sites within the National Training Center (NTC), Fort Irwin, Barstow/Daggett, Marine Corps Logistics Base (MCLB) Yermo, and the Southern California Logistics Airport (SCLA). Approximately 700 baseline units are required, with the capacity to surge up to 8,000 units to support rotational training units. Servicing requirements are daily for Rotational/Tactical units and three times per week for Semi-Permanent units. Delivery, pumping, sanitization, and restocking of units are designated as Mission-Essential Contractor Services. Offerors must submit a comprehensive crisis-mitigation plan for personnel, communication, and supply chain contingencies; a staffing plan; an equipment plan with proof of access/commitment for the baseline units and manufacturer specifications; a detailed narrative explaining compliance with limitations on subcontracting; and a concise mission-essential plan addressing personnel rosters, 24-hour mobilization procedures, and supply chain contingencies.
