Moody Air Force Base (MAFB) requires qualified contractors to provide Emergency Spill Clean Up and related hazardous material (HAZMAT) services on an as-needed basis through Blanket Purchase Agreements (BPAs). The contractor shall provide personnel, supervision, equipment, environmental service supplies, field/laboratory analytical services and supplies, and material sampling in accordance with state and EPA regulations. Tasks include obtaining material samples to determine contamination, removal or assistance in the removal of underground storage tanks (USTs), assistance with aircraft accident clean-up operations, including removal, transport, and disposal of contaminated soils and waste, and cleaning fuel storage tanks. All contractor operations must comply with OSHA and state safety requirements. Contractors must provide proper sampling, laboratory analyses, and reporting, as well as remove and dispose of contaminated materials at approved facilities. Mobilization within 8 to 24 hours is required. Pricing is per unit and must include any extra charges for emergency response. All costs for landfill tipping fees and sampling must be billed at cost with no markup. All deliveries must include detailed invoices. The Government reserves the right to inspect or test supplies/services. Contractors must submit annual price lists and comply with base entry requirements.
