Renovation of a military facility in Richmond, Virginia. Completed plans call for the renovation of a military facility.
Demolish and replace an existing steam-powered 20-ton indoor HVAC package unit in Bay D with a new, fully functional 20-ton indoor package unit with a heat pump. Work includes removal of the existing unit, discharge and documentation of refrigerant, cutting and capping of steam lines, and off-site disposal of all demolished materials. The contractor shall provide all labor, materials, tools, equipment, dumpster services, and a portable restroom for the duration of the project. Disturbed areas shall be repaired and restored to original condition, including inspection, documentation, and repair of water-damaged flooring through surface preparation, concrete repair, grinding, polishing, sealing, and painting to match existing finishes. The new HVAC unit shall be installed in accordance with manufacturer requirements, connected to existing ductwork, equipped with proper condensate control, integrated into the existing control system, charged with the correct refrigerant, tested for leaks, and fully labeled. The contractor shall perform startup and commissioning, verify system performance, test controls, and provide final inspection and performance documentation. Closeout activities include submission of warranties and material data, training of maintenance personnel, and complete demobilization with the site left clean and ready for use. All work shall be completed within 90 days after Notice to Proceed in accordance with the Statement of Work. Place of performance will be the Defense Supply Center Richmond (DSCR) located at 6090 Strathmore Rd., Richmond, VA 23237 Richmond, Virginia. Flooring Repair o Inspect the affected area to determine the extent of water erosion and surface deterioration. o Document existing conditions (photos, measurements, reports, etc.). o Mechanically grind damaged area to expose sounds substrate and clean the area using an appropriate method i.e. vacuuming, pressure washing, etc. o Give 48-hour notice to the Project Manager for inspection and approval. o No harmful chemicals may be used. o Fill in the removed and eroded sections using appropriate concrete repair material so that the area is level and smooth to match the adjacent surface. o Allow adequate cure time per manufacture specification. o Grind and polish utilizing diamond abrasive to achieve a uniform finish to the surrounding area. o Apply a sealant and/or protective coating to strengthen the surface. o Paint the area to match the existing color. o Contractor is to take a sample to match the color. HVAC Installation o Install a 20-Ton Indoor Package unit with a Heat Pump utilizing proper mounting specifications from the manufacture. o Install an appropriate size duct to connect to the existing ductwork. o Install the proper condensation control equipment such as drain pan, drain pump, etc. o Integrate the new equipment into the current control system to ensure proper operation. o Charge system with the proper amount of refrigerant as recommended by manufactures specifications o Perform leak test and evacuate the system before final charge o Provide necessary labeling for refrigerant type and safety precautions HVAC Demolition o Discharge the current unit refrigerant into cylinders provided by the installation. Once discharged, the refrigerant is to be documented and turned into the installation via the Project Manager. o Remove the current 20-Ton Steam Package unit in Bay D. o Cut and cap the steam lines that were powering the current unit. o Dispose of all the debris off site. In accordance with FAR Part 36.204(c), the estimated Magnitude of Construction for this contract is between $100,000 and $250,000. Questions are due on 29MAY26, end of day.
