Sealed bids are requested for the furnishing of all materials, labor, tools, equipment, and other miscellaneous items necessary for the construction of the Baldwin WPCP - New Solids Handling Building, including a new dewatering building, electrical, piping, grading and drainage, installation of a screw press supplied by the owner, and all other items incidental to the project. Each bid must be submitted in a sealed envelope, plainly marked as specified, and must include a bid bond or certified cashier's check in the amount of five percent (5%) of the total bid. The successful bidder will be required to provide insurance and performance and payment bonds in the amount of 100% of the total bid. The minimum work to be performed by the Prime Contractor is 30% of the contract value. Bidders must comply with all Federal, State, and local laws, and meet all requirements for participation by Disadvantaged Business Enterprises, EEO, Davis-Bacon wage rates, American Iron and Steel requirements, and Build America Buy America Act. No alterations are allowed on the proposal form. The OWNER reserves the right to reject any or all bids or waive any informalities. The project has a completion time of 365 consecutive calendar days from the Notice to Proceed. Withdrawal of bids is not allowed within the specified time limit. Bonding and surety requirements are set forth, including acceptable alternatives for bonds and payment methods as outlined.
