Parsons Transportation Group of New York, Inc. is accepting bids from subcontractors for drilling and groundwater well installation services in association with the I-81 Viaduct Project, Contract 8. The project is being completed for the New York State Department of Transportation. The scope of services includes soil borings, temporary and permanent groundwater well installation, and work zone traffic control. The successful bidder will enter into a subcontractor agreement with Watts Architects and Engineers (Watts-AE). Disadvantaged Owned Sub-Contracting Goal: 0% Contractor shall furnish all labor, equipment and materials necessary to complete environmental test borings and groundwater well installations and removals as described herein. Representatives from NYSDOT's Consultant, Watts Architects and Engineers (Watts-AE), will be present onsite during drilling operations as NYSDOT's on-site representatives. Contaminated soils and groundwater may be encountered and the drilling contractor shall utilize OSHA HAZWOPER trained personnel with a valid HAZWOPER refresher (within the past 12 months) and current medical clearance. Personnel must have the ability to wear an air-purifying respirator, if required, due to elevated volatile vapor levels in the breathing zone. The drilling contractor shall prepare a corporate health and safety plan (HASP) and project specific Job Hazard Analysis (JHA - abbreviated but focused health and safety overview) in support of all workers involved in the project as well as any members of the public who are affected by the project. Watts-AE will be onsite to collect samples provided by the Contractor; however, the Contractor shall have sole and exclusive responsibility for, and control over, the means, methods, techniques, sequences, procedures, and safety of its work and its personnel, and neither the Owner nor its consultants shall have or assume any duty to supervise, direct, or control such matters. Contractor safety is the sole responsibility of the Contractor and Watts assumes no liability for the Contractor's SiteSpecific Health and Safety Plan and Respiratory Protection Program, the thoroughness of the Contractor's Site-Specific Health and Safety Plan and Respiratory Protection Program, its compliance with OSHA, or its implementation. The subsurface exploration and sampling work to be performed is for the field investigation and sampling of soils and groundwater in the area of the I-81 Contract 8 limits. Borings are intended to characterize overburden soils, collect soil and groundwater samples, and, in some cases, install temporary or permanent monitoring wells. Contractor shall be responsible for all work including costs associated with mobilization, Work Zone Traffic Control (WZTC), highway and city street work permits, and all utility clearances. Boring locations and depths will be in general accordance with the Field Sampling Plan attached to this document. The Contractor shall be responsible for confirming the safety of exploration locations with respect to utilities and shall use reasonable care to adequately offset boring locations where the proposed locations conflict with utilities. Final drill hole locations are not required to be surveyed by the Contractor. Watts-AE on-site representatives shall inspect the drilling operations and collect soil and water samples from the site during the soil boring and groundwater well operations. Adequate time shall be given to the Watts-AE onsite representatives to allow for soil and water sample collection.
