Sealed bids will be received for the construction of the Water System Improvement Project Phase II. All work must be performed, and all construction and materials used and furnished shall be in accordance with the Plans and Specifications prepared by LeBlanc Engineering, LLC. Bidders must submit a certified or cashier’s check or a Bidder’s Bond equal to five percent of the bid amount as a guarantee of their ability to perform the contract and enter into a written contract to perform the work and furnish the required bonds. Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price are required, from a Corporate Surety licensed in Oklahoma. The Maintenance Bond will guarantee the repair of all damages due to improper materials or workmanship for one year after acceptance by the Owner. Bids must include a sworn statement that the bidder has not entered into agreement with any other bidder regarding bid price or limiting competition. Compliance with Equal Opportunity in Employment and Executive Order No. 11246 is required. Bidders must fully comply with Environmental Protection Agency’s Disadvantaged Business Enterprise Requirements for the OWRB ARPA program, including employing six good faith efforts and soliciting disadvantaged business enterprises during contract performance. System for Award Management (SAM) registration is required for all entities to receive ARPA funding. The contract will be awarded to the lowest, responsive, responsible bidder. Conditional bids are not accepted. The Owner may correct non-material clerical errors and reserves the right to reject any and all bids.
