Site work and paving for a civil project in Pembroke Park, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Construction of the John P. Lyons Lane Drainage Improvements Project along S.W. 31st Avenue between Hallandale Beach Boulevard and Carolina Street. The project consists of roadway and stormwater infrastructure upgrades, including installation of a new underground drainage system with exfiltration trench and pump station discharging to Behan Lake, roadway milling and resurfacing, grading, curb and gutter installation, utility coordination, and site restoration. Additional work includes maintenance of traffic, pavement markings and signage, erosion and sediment control, and associated electrical and mechanical systems for the pump station. The work will be completed under a single prime contract and phased to maintain access and minimize impacts to adjacent properties and residents. Town of Pembroke Park, Florida ("TOWN") is soliciting sealed bids from qualified licensed contractors to furnish all materials, labor, supervision, shop drawings, transportation, inspections, permits, licenses, equipment, and all incidentals necessary for the project. The John P. Lyons Lane Project isintended tomitigate recurring flooding along Carolina Street and S.W. 31 st Avenue through the implementation of a comprehensive stormwater management system. The work includes expansion of the existing exfiltration trench network, installation of a new pump station, construction of a force main, and development of a controlstructure that ultimately dischargesinto Behan Lake. The improvements are designed to enhance drainage capacity, improve stormwater conveyance, and provide controlled discharge from the system. The project includesthe installation of approximately 600 linear feet of new exfiltration trench, measuring 8 feet in width and 4.25 feet in height, along the designated roadways. This new trench system will be integrated with the existing exfiltration trench network, which consists of approximately 1,600 linear feet. All connections shall be constructed to ensure hydraulic continuity and proper system performance. A new pump station will be furnished and installed in accordance with the project drawings and technical specifications. The pump station is designed to collect stormwater from the interconnected exfiltration trench system and convey it through the proposed force main. All mechanical, electrical, and structural components shall be installed as specified and tested to ensure reliable operation. The project also includes the installation of approximately 1,000 linear feet of 12-inch diameter PVC force main. The force main will extend along Carolina Street, connecting the pump station to the proposed control structure. Installation shall include all necessary fittings, appurtenances, and trenching required to complete the system in accordance with design requirements. A control structure will be constructed at the downstream end of the system, as detailed in the project drawings and specifications. This structure will regulate and discharge stormwater flows into Behan Lake in a controlled manner, ensuring compliance with applicable hydraulic and environmental criteria. All work shall be performed in accordance with applicable local, state, and federal regulations. The contractorshall be responsible for coordinating with all utility providers priorto construction and ensuring that any conflicts are properly addressed. Maintenance of Traffic (MOT) shall be implemented and maintained throughout the duration of construction to ensure public safety and minimize disruption. Quantities provided in this scope are approximate and are intended for bidding purposes only. The contractor is responsible for verifying all quantities based on the project drawings and specifications. Permitting requirements and responsibilities shall be as outlined in the project specification documents. The TOWN will consider Bids only from responsible and responsive Bidder(s) licensed and qualified by experience to provide and do the work specified. These instructions herein are standard for allservice contracts issued through the Town of Pembroke Park Finance and Budget Department. In this document, Invitation to Bid (ITB) and Request for Proposal (RFP), bids and proposals are interchangeable. Questions must be submitted in writing to the Procurement Division at procurement@tppfl.gov no later than 5:00 PM on or before Thursday, June 4, 2026
