Separate and sealed proposals are requested for the Lone Pine Area Water Line Extensions, Contract Number 26-3. Bids must be submitted on paper with an original signature and include original bid security, as set out in Section B Information for Bidders. Each proposal must be accompanied by a certified check, cashier's check, or bidder's bond for at least ten percent (10%) of the amount of the proposal. Bids will only be accepted from bidders who have obtained official sets of bidding documents from Bankson Engineers, Inc., are listed as planholders, and submit their bids in the required manner. The project is subject to the Davis-Bacon and Related Acts, requiring all laborers and mechanics to be paid prevailing wages, and is funded by grants and loans administered by the EPA and the Pennsylvania Infrastructure Investment Authority. Contractors must comply with Build America Buy America (BABA), the Pennsylvania Steel Products Procurement Act, and the American Iron and Steel requirements. Demonstration of compliance with federal Executive Orders 11625, 12138, and 12432, as well as EPA regulations at 40 CFR Part 30, is required, including detailed documentation of the solicitation of Disadvantaged Business Enterprises (DBEs) and demonstration of the Six Good Faith Efforts to solicit DBE, small, minority, and women-owned business enterprises for project construction, equipment, services, and supplies. No bid may be withdrawn for 120 days after the scheduled closing time. The Authority reserves the right to reject any and all bids and to waive any informality in bids received.
