Proposals are sought for Construction Management Services for the White Center Ponds Retrofit Project. The contract requires development and submittal of an Equity and Social Justice (ESJ) Innovation Plan, which must outline the approach, strategies, and actionable steps to maximize participation of Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) firms. Both MBE and WBE firms must be certified by the State of Washington Office of Minority and Women's Business Enterprises. This retrofit project will focus on two of the three ponds; Cell 2 and Cell 3--located on parcels 797320-0790, 062304- 9403 and 797320-0715. Cell 1 was previously retrofitted in 2012. The total contributing area for Cell 2 and Cell 3 (excluding Cell 1) is 72 acres. Increased urban development in White Center has significantly reduced the amount of natural land available to absorb rainwater, resulting in greater stormwater flows. This excess runoff contributes to local flooding and transports pollutants downstream to Hicklin Lake, where water quality has been consistently poor. The lake has experienced toxic algae blooms, elevated phosphorus levels, and high concentrations of fecal coliform, leading to frequent closures and public health advisories. Drainage complaints between 1996-2015 were compiled for the White Center Pond area, which included seven flooding complaints, five water quality complaints, and three junk and debris concern complaints. Additionally, safety concerns were highlighted from community feedback received in 2022. The White Center Ponds area is heavily vegetated and poorly lit, making it feel unsafe, especially at night. When the ponds dry out in summer, the dense cover and secluded areas create opportunities for undesirable activity, prompting frequent law enforcement interventions. The retrofit project aims to address these issues by: o Restoring year-round water presence in the ponds o Modifying the pond capacity to handle increased runoff o Improving water quality o Improving vegetation management o Enhancing safety features such as lighting and trail visibility Location The project is in the White Center neighborhood of unincorporated King County, immediately south of the City of Seattle, Washington (Figure 1).
