The Housing Authority of Baltimore City will receive sealed proposals from qualified contractors for Job Order Contracts for repair, alteration, modernization, maintenance, rehabilitation, demolition, and construction of infrastructure, buildings, and structures at HABC-owned properties. Contractors must provide all management, documentation, labor, materials, and equipment needed to perform the work. For general construction projects (EJ50-HAE3229 and EJ51-HAE3230), contractors must have an active Maryland State Business license and are required to self-perform at least 10% of the work. For mechanical projects (EJ52-HAE3231), contractors must have active Maryland State and Baltimore City Mechanical licenses with proper insurance and self-perform at least 50% of mechanical work. For electrical projects (EJ53-HAE3232), contractors must have active Maryland State and Baltimore City Electrical licenses with proper insurance and self-perform at least 50% of electrical work. The maximum contract term is five years, with individual contract values and term limits specified. HABC reserves the right to award contracts to multiple contractors and to assign work between trades at its discretion. Bidders must submit proposals electronically by the deadline; late submissions will not be considered. Offers by telegram, telephone, or facsimile will not be accepted. All proposals will remain confidential until negotiations are completed and proposals accepted.
