Site work and paving for a mixed-use development in Los Angeles, California. Completed plans call for site work for a bridge / tunnel; and transportation facility.
The Southern California Regional Rail Authority (SCRRA), with funding from METRO, VCTC, California State Transportation Agency (CalSTA), and Federal Railroad Administration (FRA), proposes to rehabilitate the Pacific Surfliner Corridor on the Ventura County Line (SCRRA's Ventura Subdivision). The Ventura County Line serves Metrolink commuter trains (operated by SCRRA), Pacific Surfliner intercity passenger trains (operated by Amtrak), Amtrak's Coastal Starlight trains (operated by Amtrak), and Union Pacific Railroad freight trains. The construction work may include earthwork, culvert work, track work, tunnel track work, traffic control planning and coordination with Union Pacific Railroad and its third-party contractors, SCRRA signal and communications contractor, SCRRA and SCRRA contracted employees. Bidders must submit evidence of prior performance on a multi-scoped project consisting of three Scopes of Work (SOWs): Ventura Track & Structures, Ventura Tunnel 26, and Valley Tunnel 25. Required forms and certifications must be submitted as part of the bid, and a General Engineering Contractor (Class A) license is required. Question Deadline 06/15/2026 at 2:00 PM PT Online Q&A system closes for bidder questions. SOW #1: (Ventura Track & Structures) Track Rehabilitation at various locations between MP 427 to 462.39 on the Ventura Subdivision. Track rehabilitation includes: o Replacing wood tie track with new concrete ties at Moorpark (MP 427.2), Chatsworth (MP 445.5), and Burbank Airport South (MP 460.6) Stations and between MP 440.25 to MP 440.45. o Turnout rehabilitation of CP Bernson (MP 446.7) consists of one (1) #20 turnout component replacement. Replace switch ties, surface and raise track. o Turnout rehabilitation of CP Katz (MP 460.8) consists of two (2) #20 turnout component replacements. Replace switch ties. o Wood tie replacement between MP 431.2 to MP 432.85, MP 457.4 to MP 460.50 & MP 460.8 to MP 462.39 o Fastener upgrades between MP 431.2 to 431.7 and MP 432.4 to 432.8 o Replacing non-standard rail with new 136LB rail and new ballast between MP457.44 to MP 458.42. Contractor to furnish and install transition rails and insulated joints. o Midlife crossing rehab with 25% tie replacement and two full sets of crossing panels at Tujunga Ave Crossing MP 459.06 for both tracks Culvert Rehabilitation at various locations between MP 432 to MP 460 on the Ventura Subdivision. Culvert rehabilitation includes: o MP 432.51 Culvert Rehabilitation, see plans for more details Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standards. All material removed shall be disposed by the Contractor. o SOW #2: (Ventura Tunnel 26) Track Rehabilitation between MP 441.20 to MP 442.60 along Tunnel 26 on the Ventura Subdivision. Track rehabilitation includes vacuuming fouled ballast, tie replacement and new ballast. It also includes replacing all sump pumps with 1/2 HP and replace all sump pump cylinder covers at all stations spaced around 100' through the entire tunnel. Contactor to salvage all existing sump pump cylinders in good condition and to be made available to SCRRA to keep in inventory as spares. Sump basins are to be cleaned out as needed. Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standards. Contactor shall maintain existing Tunnel clearance prior to returning the track back to service All material removed shall be disposed by the Contractor. Bid Item for mobilization for Tunnel 26 will be split between bid schedule #2 and #3. o SOW #3: (Valley Tunnel 25) Track Rehabilitation between MP 26.30 to MP 28.40 along Tunnel 25 on the Valley Subdivision. Track rehabilitation includes vacuuming fouled ballast, tie replacement and new ballast. Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standards. Contactor shall maintain existing Tunnel clearance prior to returning the track back to service All material removed shall be disposed by the Contractor.
