Assessment and rehabilitation of the Jefferson Street Garage. Main Street Pensacola, FL 32502 purchasing@cityofpensacola.com The garage is a standard 3 level precast concrete garage, two bays wide and 11 bays long. Each typical bay has three 9-foot-wide double tee beams that span 64 feet long for parking on both ends and a center drive isle. The garage is for passenger cars only with the vehicle entrance on the north end and 162-foot-long ramps on the western side to access the 2 upper levels. Stair towers are located in the north and south corners of the west facade. Each tower includes stairs and an elevator with pedestrian exits to grade. The garage facade is brick veneer over precast with full height brick veneer on the corners. There are planting beds incorporated into the upper-level perimeter facade beams. While the planting in these beds is currently unattended, this is a unique feature. The most significant feature of the garage is the east facade's full height mural painted in 2017 by local artists celebrating the city. The gravity load support is by precast concrete columns and spandrel L-Beam framing, including the center isle with back-to-back L-Beam framing. Lateral force resistance is performed by shear walls in the northeast and southeast corners. Repair methods are to be performed by a qualified contractor with experience in concrete repairs, methods and materials. Manufacturers of concrete repair mortar provide free qualifications of their materials including preparation and application requirements. Repair conditions are based on location and medium with all repair approaches. o For spalling and corroded steel repairs: The concrete area around damage should be surveyed to determine extents of poor concrete. Poor or unsound concrete is removed to quality base material. All corroded steel is to be cleaned with any reinforcing which has been damaged by 15% or more to be replaced / repaired with new steel. New concrete repair mortar shall be installed in the demolished void flush to the original area. Installation shall be per manufactures written directions to a finish quality equal to the surrounding original finish. o Concrete repair mortars are classified for the repair location and are identified for repairing overhead, vertical, horizontal and using the correct material is crucial to a quality repair. o For cracks without spalling concrete: These can be repaired with epoxy repair material which is injected into the crack. Manufacturers' written directions must be followed including damming, forming and inspection port requirements. Identified cast-in-place concrete cracks to be repaired when they exceed 1.0 mm in width. Precast concrete cracks wider than 0.5 mm are to be repaired with the difference being that the precast is part of the superstructure and more critical. For scope and schematic understanding the proposed repair event should include the following: o Lateral bracing shear wall and connection repair. This will provide assurances as to the building's condition and extend the life beyond current 50-year life cycle. o Concrete crack and spall repair. This will stop future deterioration and prevent dangerous spall conditions. o Caulking and topping repair program to prevent weather intrusion and provide additional service life to the building.
