Reference Number 0000424941 Source ID PU.AG.USA.2796302.C19130126 Piggyback Contract No Other 05/28/2026 11:00 AM EDT The City of Rowlett ("City") is accepting Statements of Qualifications ("SOQ") to establish a list of qualified firms to provide various professional engineering services related to the design and construction of municipal improvements and facilities, and other related services typically associated with the design and construction of these facilities, funded by the Community Development Block Grant ("CDBG") Program administered by the U.S. Department of Housing and Urban Development. The initial term of the Agreement will be three (3) years with two (2) optional one-year renewal periods, in accordance with the terms, conditions, and requirements set forth in this SOQ document. This document provides interested firms with the information necessary to prepare and submit their qualifications for consideration. Question Deadline 05/29/2026 at 12:00 PM CT Questions are submitted online Yes By submitting a response, the Respondent certifies that the Standard Terms and Conditions for Procurements, the SOQ requirements, and all issued Addendums have been read and are fully understood, and it's the Respondent's intent to enter into negotiations for a contract for Professional Engineering and Related Services - CDBG Specific. Respondent agrees to abide by the terms and any applicable statutory requirements governing the solicitation process. All addenda shall be issued in written form by the Purchasing Office. The City is not bound by any oral representations, clarifications, or changes made in connection to the SOQ by the City's employees, agents or consultants unless in the form of a properly issued Addendum. The failure of the Respondent to contact the Owner to determine the issuance of any Addenda, or to acknowledge receipt of any and all of the Addenda issued in connection with this project, shall entitle the City, at its sole discretion, to (i) reject the submission of the Respondent as being non-responsive, or (ii) to accept the submission of the Provider, in which event the Provider agrees to be bound by all of the terms and conditions of each unacknowledged Addendum. Respondent further certifies that he/she has the legal authority to bind the Respondent, and further certifies that there are no objections to any of the terms and conditions listed in this SOQ document, except as listed in Article VII.
