Site work and paving for a road / highway in Charleston, West Virginia. Conceptual plans call for site work for a road / highway.
Engineering consulting services will be utilized for the WV 2 At-Grade Crossing Assessment Project, located at four public and two private CSX highway-rail grade crossings along a 38-mile portion of the WV 2 corridor in Cabell and Mason Counties, West Virginia. The project involves initiating project planning activities including development of Preliminary Purpose and Need, Conceptual Design and Alternatives Analysis, Environmental Screening, and Public involvement at a sufficient level to identify and prioritize needed improvements and move the project forward to the Project Development Phase. The aim is to address and prioritize multiple safety and mobility concerns, including increased potential for highway-rail incidents due to an influx of heavy vehicles and rail traffic, delays to first responder and emergency services, and decreased mobility. The method of payment will be Cost Plus Fixed Fee, and a single assignment will be made for this project. Interested firms must submit a "Letter of Qualification" and one unpriced prospectus, providing proof of registration with the WV Secretary of State's Office, current Certificate of Authorization from the applicable State Professional Board(s), and an Indirect Cost Desk Review Memo showing the most current approved overhead rate. The prospectus must address professional qualifications, specialized experience and technical competence of staff, the firm’s capacity to perform the work within schedule, and past performance. Additionally, firms must submit resumes of staff committed to the project, location of office(s), identification of subconsultants and their duties, potential software to be used, the existence of a cost accounting system, completed Division evaluation forms (listing all anticipated subconsultants and their services), and a valid Certificate of Authorization. Failure to provide all required information or documentation will result in disqualification. The selection process will give equal consideration to all evaluation factors unless otherwise weighted in the notice. The selected firm and subconsultants must submit a current audited overhead rate computation, with all required eliminations and references, prior to contract negotiations, unless their portion of the fee is below $500,000, in which case a company computed overhead rate may be used. Disadvantaged and Women-owned Business Enterprises are encouraged to participate. .
