The project involves delivering to East Contra Costa County a Sobering and Withdrawal Management Facility that provides a safe, clinically supervised, and supportive environment for individuals experiencing acute intoxication or mild-to-moderate substance withdrawal. The facility will offer short-term stabilization services in a secure, trauma-informed setting designed to promote dignity, safety, and recovery readiness. The goal is to combine a sobering center and withdrawal management services in a single building to create a seamless continuum of care, allowing for immediate stabilization, medical monitoring, behavioral health assessment, peer support engagement, and direct linkage to ongoing treatment and community-based recovery resources. Major components of the facility include Care on Demand, A3 Crisis Response & Youth Outpatient, Shared Staff Space, Sobering Center, and Withdrawal Management. The estimated project construction cost, including design-build A/E fees and owner allowance, is approximately $26,200,000. Statements of Qualifications are to be submitted by interested design-build entities. The County encourages participation by LBE/SBE/MBE/WBE/DVBE/DBE firms and requires all questions to be submitted in writing by the specified deadline. The County reserves the right to reject any or all SOQs.
