The City is soliciting sealed proposals from qualified vendors to furnish portable litter fence systems designed to control windblown debris at landfill and/or public works operations. The system should be durable, modular, and able to perform reliably in high-wind West Texas conditions. The objective is to acquire a portable, heavy-duty litter control system that reduces windblown litter migration, improves operational efficiency at landfill or work sites, enhances environmental compliance and site aesthetics, and integrates with existing landfill equipment. The selected vendor shall provide portable litter fence units (quantity to be determined by pricing), all necessary components for full functionality, units compatible with landfill equipment (such as dozers or compactors), and adjustable lifting configurations (front, back, or both). Delivery to a City-designated site in Big Spring, Texas, as well as offloading and placement instructions are required. Optional services may include factory installation, on-site training, and support for replacement parts and maintenance. Proposals must meet minimum technical specifications including approximate dimensions of 24 ft (W) x 15 ft (H) x 8 ft (D), galvanized and vinyl-coated steel mesh, fully enclosed sides and back, and a heavy-duty structural steel frame.
